The action column carries the raw action code (submit_denied), not the
console’s translated label. The label lives in the web catalogue and would
have to be duplicated here to translate it, and the code is the value an
admin greps for, pastes into an issue and matches against the API.
There is deliberately no lang. One was declared here and never read — a
published parameter, with a default, that changed nothing about the file it
returned. Column headers are the only translatable thing in the sheet, and a
client that wants them in its own language should send them: the console
already has both catalogues, and the server would otherwise need a third copy
of six strings.
