The runner says it is still serving.
Authorized by the credential issued at registration, presented as a bearer
token — the same shape a Node’s heartbeat uses, and the reason this route
does not take current_user: the caller is a machine, not a person.
Recorded in console time. Two machines disagreeing about the clock is ordinary, and a liveness rule built on their opinion of it is not one.
