The result of a bulk job action.
failed is the point of this model. Both bulk endpoints have always kept
going past an individual failure and returned the casualties, but with no
response model the console received them as an untyped blob and reported the
whole call as success -- so "stopped everything" could be printed while two
jobs kept running and kept holding quota.
