Set the language this person reads, or clear it to follow the browser again.
On the user row rather than in the browser, because the server writes text for
people — a site message, a watchdog verdict — and while the choice lived in
localStorage it had no language to write it in. Deliberately not audited: a
language preference is not a security-relevant act, and an audit line per
toggle would bury the ones that are.
